I also have a watercolor by a Japanese artist named Yokouchi. It is a winter scene with a man walking next to a river holding an umbrella. Along the river bank, a boat is docked. There is also a building of some kind on the right side of the watercolor. The predominant color is blue, and it is artist signed in the lower left in Western style letters. I purchased this watercolor at an estate sale over 20 years ago. Judging by the frame that it was originally in, I would estimate that this watercolor was done within the dates you specified (1890-1920). I cannot find any info on this artist.
