The full title is: "Handbook on the Art of Washi", and it was produced in 1991 by the "All Japan Handmade Washi Association"

It is a mine of information on all aspects of washi - history, production, uses, characteristics, etc. etc. It takes the form of written answers by a number of Japanese experts to a series of questions. Some of the translations from the Japanese are a bit shaky, but this is a minor point.

It's not a textbook on 'how to make washi', but it is a very useful and valuable reference.
