You may be referring to the artist Toyohara CHIKANOBU (1838–1912). He was trained in Kanô-style painting and then worked with the ukiyo-e artist Toyohara Kunichika (1835-1900). He was a minor ukiyo-e artist known for depicting historical subjects and genre pictures of women with children during the Meiji era (1868–1912). He designed many prints as well as illustrations for newspapers. The descriptions of the subjects of your two prints would seem to be consistent with the work of Chikanobu.
