Embossing in Japanese prints, both traditional and modern, is very common and should not be a cause for suspicion.

It would be very difficult to add embossing after a print has been completed. For one thing, the paper must be wet to properly accept the embossing, so you would run the risk of dissolving or bleeding the colors and thus ruining the print. I suppose a very skilled printer could add embossing on a print depending on the design (location of colors, blank areas, etc.), quality of and sizing in the paper, and so on, but it would be highly unusual.
