This may be a print by Ogata Gekko in his "47 Ronin"
series. The two Kanji characters in Gekko's signature
look like a squashed script "N" above a script "M".

Gallery. Click on Gekko in the Meiji section and you will
see a sampling of the above series, with GEK-8 the one
in question.
