I have a similar print by Shigenaga (probably a copy) also showing a park and a similar house. The title of my print starts with the same two characters as your print has in the right top corner. According to my dictionary they mean "Koozuke"(or "Ueno"), a district of Tokyo. It does not say why the same characters are pronounced in the two different ways.
Hokusai has made a book on views of Edo (Tokyo), his pictures looking similar to your print with the same red clouds.

: I recently obtained this print, and from what I can acertain it appears to be a Hokusai book plate diptych. If there are any experts out there who can confirm, deny or otherwise cast some light on the subject, I'd appreciate it. Thanks much everyone.
