Help ID Raised Seal Embossed on Hiroshige Tokaido Print

Hi,

I need help on identifying an embossed or a raised seal on several Hiroshige Great Tokaido woodblock prints. I have looked at several books and web sites and can't find any reference to what this seal may represent. I don't think it is a watermark. Is this a publisher's seal and is this unusual? The seal is actually impressed in the paper for a raised effect. It is present on the Hiroshige Okitsu, Totsuka and Hiratsuka prints.

I also would appreciate any information on who may have published the prints I own and if the blue spots can be removed. All the prints except the Tokaido Hiratsuka appear to have a mica pigment.
