Yes, certainly it is vandalism to lay down prints. You believe the paper is "benign", but are you sure about the long term effects? Best is, to get the paper/cardboard removed. Safest way is by an professional restorer, would suggest, see the AIC website. If the print however is only loosely glued to a backing, e.g., corners only, then, provided you are confident and have a "feeling" to work on sensitive objects, you may be able to remove the backing by yourself without risk for the print.
