Hiroshi Yoshida "toku" (literally special) seal

Does anyone know the significance of a "toku" seal (in kanji, this ideograph literally translates as "special") appearing at the upper left margin (where the "jizure" seal would ordinarily be) of a print from the oversized 1926 "Sailing Boats" series? I am specifically interested in its appearance on "Sailing Boats-Morning" (Abe catalogue #40).
