Richard,
Tape and its adhesive can often be removed, but it should be done by an experienced conservator of works of art on paper. One challenge is to determine which solvent is needed to safely removed the tape adhesive (e.g., water, mild solvents, strong solvents). Some of these solvents are toxic and require expert application under controlled conditions. Another challenge is dealing with insoluble adhesives, if deterioration has reached such a state. Sometimes hardened insoluble adhesives may not be removed safely. Also, depending on the method used to remove the tape and adhesive, the underlying paper is often treated to stabilize it.
