As I have never heard of this artist, I consulted (again) Richard Lanes "Images of the Floating World" and I found two Shotei's:
1. Seitei (Shotei) (1851-1918): Japanese-style painter, pupil of Yosai
School and/or family surname or 'nom d'artist': Watanabe (Yoshikawa), Yoshimata, Riosuke
2. Shotei (1871-1944): tradional-style painter and print artist; nephew of Fuko, under whom he studied
School and/or family surname or 'nom d'artist': Takahashi, Hiroaki, Katsutaro
I don't know if there are any other books which have some more information about Shotei. I really hope for you that there are. Richard Lanes book is rather old and perhaps the information is incomplete or even incorrect! I hope that someone has the currage to publish some sort of a (low-budget) update. "Images of the Floating World" served well as a reference for many ukiyo-e fans, but it's getting a bit out of touch with modern knowledge and opinions about ukiyo-e in general.
