It took a little figuring, but I think I got it. The print title is "Musashino Koganei no Hashi" or "The Koganei Bridge in Musashi." Musashi, you may know, is the old word for the area just west of Tokyo. Koganei is a small city there--even today. It's on the chuo train line, not far from Kokubunji.
So I wonder if your print is a mitate-e of some sort referring to the area. A local story perhaps. Someone else will have to take it from there....

: The title consists of 8 characters, which I could identify with the help of my newly acquired dictionary, but I cannot get any sense out of it.
: The 8 characters are:
: (1) bu, mu (takeshi = brave)
: (2) zo, so (kura = store-room)
: (3) ya (no = land, field)
: (4) sho (chi, ko, o = small)
: (5) kin, kon (kane = metal, gold)
: (6) sei, sho (i = fountain)
: (7) no
: (8) kyo (hashi = bridge)
: The only combination of characters I could find was (4)+(5): kogane = small sum.
