Plenty!! The one that comes to mind first is the Kuniyoshi Triptych of Yoshitsune and the giant carp. Or his tanzaku-e, which is really nice. Eisen liked to draw carp, so did Hiroshige. Even other than those artists, there are undoubtedly scores of 19th century prints of carp in swirling water. Did you have a particular one in mind?

: Does anyone know any japanese artist or pieces of art that used the carp swimming in pools of swirling water?!
