A great article on foxing. As it relates to Japanese prints, which are hand-made papers (and therefore fall under the environmental causes part of the article), foxing develops from poor storage or framing. Exposure to an acidic and moist environment, for an extended period of time will cause foxing.
Once the print is removed from that environment, the action stops, but the small brown spots remain.
