Hi Scot,
I don't know that the images would be considered public
domain any more than a song that you heard on the
radio, however, since Japanese prints are by definition
multiples, it would be very hard for someone to prove
that you used their particular image/print. If you
are planning a commercial venture using images acquired
on the web, it may be worth a few minutes with your attorney.
